Who Certifies a FORTIFIED Roof in Louisiana? Why Your Evaluator Must Be Independent

There is a detail about FORTIFIED roofs that most Louisiana homeowners never hear until they are deep into the process, and it is the single most important thing protecting your investment. The company that builds your FORTIFIED roof is not the company that certifies it. By design.

If a contractor ever tells you they can build and self-certify your FORTIFIED roof in one stop, stop right there. That is not how the program works, and a designation issued that way is worth nothing to your insurance company.


How a FORTIFIED Designation Actually Gets Issued

FORTIFIED is a construction and certification standard developed by the Insurance Institute for Business and Home Safety, known as IBHS. It is the standard behind Louisiana's insurance discounts and the Fortify Homes grant program. The process has two separate roles on purpose.

The contractor does the work. That means installing the roof to the exact FORTIFIED specification, sealed roof deck, ring-shank nails, properly rated shingles, edge and vent details, and documenting every step with photographs and product data.

A separate, credentialed FORTIFIED Evaluator reviews that documentation. The Evaluator is an independent third party trained and credentialed by IBHS. They check the evidence against the standard and, only if it passes, submit it for the official designation.

Two roles, two separate parties. That is the whole point.


Why the Separation Exists

Think about what would happen if the same company could both build and certify the roof. There would be no independent check that the work met the standard. The company would be grading its own homework.

The independence is what makes the designation credible to an insurance company. An insurer does not send someone to climb on your roof. They rely on the FORTIFIED designation because it was verified by a neutral, credentialed Evaluator with no financial stake in the sale. Remove the independence and you remove the reason the discount exists.

This is not red tape. It is the mechanism that turns a roof into a documented, insurable asset.


What This Unlocks for You in Louisiana

A properly designated FORTIFIED roof is what qualifies you for real, quotable savings.

Under Louisiana Regulation 136, insurers must discount the hurricane portion of your premium by 29 percent for a home in south Louisiana with a base FORTIFIED Roof designation. Silver and Gold designations earn more, and the benchmark table ranges from 16 to 49 percent depending on region and designation level. These mandatory discounts apply to residential policies issued or renewed on or after January 1, 2027.

That is separate from the voluntary discounts some carriers already offer, which run up to roughly 40 percent with select carriers such as Liberty Mutual and Safeco, 37 percent with USAA, 35 percent with State Farm, and 30 percent with Allstate. Voluntary carrier discounts and the mandatory Regulation 136 benchmark are two different things, and both require a legitimate, independently verified designation to claim.

None of it works if the designation itself is not real. That is why the Evaluator matters.

Before you hire anyone for a FORTIFIED roof, ask three questions. Who is the independent FORTIFIED Evaluator on my project? Will I receive an IBHS-registered designation certificate? Is that Evaluator separate from your company? A straight answer to all three is the sign of a contractor who does this correctly.
